Perma-Pipe and Welspun have signed an MOU to develop pipe manufacturing and advanced coating facilities in Jordan, targeting water, oil and gas, energy and infrastructure projects across Jordan and the Levant.
(P&GJ) – Perma-Pipe International Holdings and Welspun Corp have signed a memorandum of understanding to advance plans for pipe manufacturing and advanced coating facilities in Jordan, targeting water, oil and gas, energy and infrastructure projects across the country and the broader Levant region.
The companies signed the MoU with developers of Jordan’s National Water Carrier Project and the Government of Jordan. Under the proposed partnership, Perma-Pipe and Welspun intend to establish a joint venture to develop and operate the facilities.
The planned platform would combine Welspun’s large-diameter steel pipe manufacturing capabilities with Perma-Pipe’s anti-corrosion coating systems, engineered piping solutions and project execution expertise.
The parties are evaluating technical, commercial, financing and regulatory requirements, including facility design, manufacturing capacity, coating technologies and required approvals. Details on investment, ownership, capacity and the development timeline are expected following completion of definitive agreements.
Perma-Pipe said the facilities could establish Jordan as a regional manufacturing hub serving major infrastructure projects while strengthening local pipeline supply chains.
“Our proposed investment in Jordan is consistent with Perma-Pipe’s strategy of expanding its global manufacturing and coating footprint in strategically important markets where long-term infrastructure investment is expected to create attractive growth opportunities,” Perma-Pipe President and CEO Saleh Sagr said.
Welspun CEO Vipul Mathur said the proposed venture aligns with the company’s investments in onshore and offshore oil and gas projects, water infrastructure and emerging hydrogen and carbon capture, utilization and storage developments in the Middle East.
The companies also see longer-term opportunities to supply infrastructure and reconstruction projects in Syria, Lebanon, Iraq and Gaza, as well as potential future oil and gas infrastructure development and rerouting toward Jordan’s Port of Aqaba.
The proposed facilities are initially expected to support Jordan’s National Water Carrier Project, a major infrastructure development designed to transport desalinated water from the Gulf of Aqaba to communities across the country.
Beyond that project, Perma-Pipe and Welspun plan to pursue additional pipeline and infrastructure opportunities in Jordan and other regional markets.
